Bill was born on February 2, 1942, in Castalia, Iowa, to Earl and Marie (Harvey) Anderson. He graduated from Ossian High School in 1959.

On October 27, 1963, Bill was united in marriage to Linda Welzel at the Little Brown Church in Nashua, Iowa. A pet lover, Bill especially liked cats and squirrels, and he once raised a baby coon named Charlie after its mother was lost. Charlie stayed with Bill until he eventually turned him loose.

He found joy in mowing lawn, birdwatching, and snow blowing. He and Linda often enjoyed taking drives, especially through the countryside, watching the crops grow and spotting deer and other wildlife.
